BATON ROUGE, La (BRPROUD) – Gov. John Bel Edwards is expected to speak at the groundbreaking for the Houma Navigational Canal Lock Complex and the Grand Bayou dedication ceremony in Dulac, La on Monday at 1:30 p.m.
