UPDATE (KTVE/KARD) — On Monday, April 4, 2022, Ouachita Parish Sheriff’s deputies located Justin N. Menyweather and Arthur Hollins, who are suspects in the March 23, 2022, Elm Street shooting. Menyweather and Hollins were transported to the Ouachita Correctional Center where Menyweather was charged with Conspiracy to Commit Second Degree Murder and Rioting, and Hollins was charged with Rioting and Assault by Drive-by Shooting.

On March 23, 2022, Monroe Police arrived to the Kingsway Apartments in reference to a shooting. Officers attempted to talk to multiple individuals at the scene; however, no one provided information to officers. Authorities began reviewing surveillance video of the shooting and heard audio of people arguing.

Officers also observed 7 to 10 people surrounding a silver Grand Marquis arguing with the driver of the vehicle. People were seen attempting to fight the driver and an individual standing in between the driver and the group of people.

Around 9:04 PM that night, the Grand Marquis was seen leaving the parking lot and at approximately 9:05 PM, officers heard several gunshots being fire in the parking lot in the surveillance video. Officers observed three people shooting on the back side of the apartment building near a light pole.

Monroe Police on the scene located .556/.223, .380, and 10mm shell casings in the apartment parking lot. Two shooters were seen positioned on the rear end of the apartment building and another shooter was seen standing behind a vehicle.

After making contact with several more people, officers were advised by a witness that the shooting took place between two gangs, “DuceFive” from the south side of Monroe and “YNN” from the east side of Monroe. According to the witness, the two gangs were about to fight with each other because of a photo that was posted by member of “DuceFive.”

The witness advised officers as the “DuceFive” member parked his vehicle in the Kingsway Apartment complex, members of “YNN” confronted him. The witness identified Jekorris Williams, Arthur Hollins, Javon Reed, and Justin Menyweather as members of “YNN.”

After the group of people were done arguing with the “DuceFive” member, the “DuceFive” member was seen leaving the parking lot until gunshots were fired. According to officers, Menyweather was seen standing on the driver side of a white Ford F-250 during the verbal altercation between the “DuceFive” member and “YNN.”

Officers then discovered Williams and Reed firing several shots at the “DuceFive” member’s vehicle. According to authorities, Menyweather was heard in the surveillance saying, “that man starting hitting first, that’s why I ran. I saw them brake lights and he just started clapping.” Officers mentioned that Menyweather’s actions caused the shooting to take place.

Officers also mentioned that the “YNN” gang has been involved in two more shootings since this incident. Officers discovered that small children was present at the shooting and were seen running and taking cover.

UPDATE (KTVE/KARD) — On Thursday, March 31, 2022, Monroe Police located Jekorris Williams and placed him under arrest for his involvement in the March 23, 2022, Elm Street gang shootout. Williams was charged with Illegal Carrying of Weapons, Rioting, and Failure to pay Child Support Obligation.

UPDATE (KTVE/KARD) — According to the Monroe Police Department, on Tuesday, March 29, 2022, around 2 PM, officers attempted to serve arrest warrants for wanted individuals in a large fight and shootout that occurred on March 23, 2022, on the 4200 block of Elm Street.

With the arrest of Javon Reed and Rozelda Patterson, authorities are still searching for other individuals who were allegedly involved in the shooting. Officers are searching for Arthur Hollins, Justin Menyweather, and Jekorris Williams.

Hollins is wanted for Rioting, Menyweather is wanted for Conspiracy to Commit Second Degree Murder and Rioting, and Williams is wanted for Illegal Carrying of a Weapon and Rioting. Hollins has recent prior arrests in December of 2021 for Resisting an Officer and Illegal Carrying of Weapons. Menyweather has a prior arrest for Attempted Murder, Possession of a Firearm by a Felon, and Narcotics charges. Williams has recent prior arrests for Narcotics distribution and Illegal Carrying of a Weapon.

MONROE, La. (KTVE/KARD) — On Wednesday, March 23, 2022, the Monroe Police Department were dispatched to investigate a shooting on the 4200 block of Elm Street. According to authorities, the shooting stemmed between two rival gangs “YNN” and “DuceFive” after an argument took place.

An individual from the YNN, 24-year-old Javon Devonte Reed, was seen firing approximately 9 rounds from an AR pistol at the rival gang member. Moments before the shooting, Reed was allegedly seen on video surveillance entering an apartment complex and leaving the apartment with an AR pistol.

Immediately after the shooting, Reed was seen reentering with the firearm. Reed was also seen arguing with his girlfriend, 34-year-old Rozelda Ranell Patterson, about the shooting.

Once officers arrived at the scene, Reed can be seen running inside of the apartment and Patterson can be seen closing her door on video surveillance. For several days officers attempted to locate Patterson during their investigation of the shooting; however, Patterson never returned to her apartment.

Officers then received a tip stating that Patterson was hiding at a residence on the 100 block of Lazarre Avenue in West Monroe, La. On Tuesday, March 29, 2022, authorities arrived at the residence and arrested Patterson.

When officers questioned Patterson about the shooting, she was allegedly not honest with officers. However, she admitted to assisting Reed in avoiding law enforcement and rival gang members for his safety.

Patterson and Reed were transported and booked into the Ouachita Correctional Center. Patterson was charged with Accessories after the Fact. Reed was charged with Illegal use of Weapons, Possession of a Firearm by a Person Convicted of Certain Felonies, and Second Degree Attempted Murder.
