NEW ORLEANS — On Tuesday afternoon, Mayor Cantrell announced the plans for a safe Carnival Season, with help from Big Chief Tyrone Casby, Mardi Gras Indian Council, Big Chief Howard Miller, President, Mardi Gras Indian Council, and Big Chief Otto DeJean, Downtown Circle of Chiefs.
