JERSEY CITY, N.J., Feb. 7, 2025 /PRNewswire/ -- Dion Miller, a Jersey City resident who spent over 20 years wrongfully incarcerated for a crime he did not commit, has filed a federal civil rights lawsuit against multiple Jersey City Police Department officers, Hudson County officials, and the Hudson County Prosecutor's Office. The lawsuit, filed in the United States District Court for the District of New Jersey, alleges egregious misconduct that led to Miller's wrongful conviction for the 2003 robbery and murder of Romeo Cavero.
Miller, now 55, was exonerated in July 2023 following a reinvestigation by the New Jersey Attorney General's Conviction Review Unit (CRU), which uncovered overwhelming evidence of police misconduct. The CRU concluded that Miller's conviction was based entirely on fabricated evidence, including a false confession coerced during a 17-hour illegal interrogation. At the time of his interrogation, Miller was mentally disabled, severely intoxicated, and subjected to psychological coercion without any legal counsel or appropriate accommodations for his disabilities.

The lawsuit alleges that officers, including Sean Means, Martin D'Angelo, and others, knowingly exploited Miller's mental health vulnerabilities to extract a false confession. The complaint details how police fabricated evidence, withheld critical exculpatory information, and ignored evidence implicating alternative suspects. Despite clear signs of Miller's innocence, supervisory officials, including Captain Vincent Doherty, not only failed to intervene but actively participated in the cover-up.
